Somaliland’s Justice: Urgent Renewal is inOrder
In the late of 70`s and beginning of 80`s, a segment of the conscious and sensitive element of Somaliland youth decided to dedicate their life to bring of justice,(governance) equity and equality to the diversified greater Somalia. In due course, this uncommon generation gave rise to several movements that included SNM, SDA, SSDF, USC, RRA, SPM, and so many others for various reasons, the more inclusive initiatives failed to achieve their objectives and it was the nationalist that become some what successful.
Irrespective of their strategic objectives and slightly deferring ideological orientations, these movements’ collectively shared similar values which was to overthrown the dictator regime and reiterate justice, equity and equality stand out. Ultimately it these movements who overthrow the long ruled dictatorship of SIYAD BARRE.
However, later on those movements which have no formal linkage between them divided the greater Somalia in some sort of isolated islands. But the most successful among these were the northern regions nationalist that their intention, at beginning was not form a separate state, rather got a wind blown opportunity.
After SNM took over the northern regions of Somalia, a self declared republic known Somaliland was declared and the ethnic clans in Somaliland agreed up on both the conference held BURAO and BORAME.
A Somaliland government took over, ethnic based unitary was selected as the best governance system to help resolve Somaliland’s age-old problems. The operationalization of the above objectives would be less cumbersome within the state configuration, so it was thoughts. In hindsight, we can say Somaliland’s twenty years of state had three distinct phases:
1. The first is, the years of consolidation and consensus/confidence building followed by conflict management within sub clan basis ( Habra habarta), M.I.Egals reing.
2. The second can be categorized as the ascent of the develop mentalist paradigm, during this period there was some sort of democracy and governance improvement in the entire Somaliland community. People understood some highlights of governance, but during this time no reliable justice and equality among the clan balance in government offices and less involvement of clan conflicts, Daahir Rayaale`s period.
3. The third phase is the long waited change, modernization, equality and justice reign of M. M. Sillanyo which is newly started but within a month people yeaning of luck of justice and immature government creation by rejecting the advices and suggestions of his build committee. We will see the near future who it will be look alike the Siilaanyo`s time of presidency.
But the Somaliland people were patiently waiting for a thoroughly renewed and refreshed Somaliland justice to emerge in JUNE election. It was hoped that it will form a determined government that will implement the much-needed reforms in the executive and judiciary branches. The new government was expected to tackle the corruption and injustice of power balances among, that is nourishing the ascending “oligarchy”.
Somaliland people are hoping and praying that the new government will continuously and vigilantly fight the overwhelming mediocrity that pervades their people’s lives and gives rise to all sorts of degenerate behavior amongst the collective elites(political, business, religious, military, academic etc…..). In the meantime, I will take heart from the teaching of the wise: “You must not loose faith in Humanity. Humanity is an ocean; if a few drops of the ocean are dirty, the ocean does not become dirty.” Mahatma Gandhi.
